Personally, I think you have to be vaccinated, even if the vaccinations in the country which you are planning to visit are only recommended, not mandatory. I know some people who travel to Peru without vaccination and have no problems, but I also know those who, due to the lack of vaccination have health complications.
When planning a trip to Peru you need to remember, that the conditions prevailing here often differ from the standards that you are familiar with in your surroundings.
Food or water may contain bacteria, germs, which our body not always can overcome. Remember that what is normal for Peruvians not always can be normal for others and it may be the cause of many health complications. Definitely you must watch what and where you are eating. In Peru water is not the cleanest, so you have to avoid contact with tap water.
As for the food, if you want to eat cheap or very cheap, you have to be aware of the risks associated with it, but if you are careful, you should not have problems. For example I eat in typical, low-cost Peruvian restaurants and I am alive. Although I had a couple of times some small stomach problems
